When you run "sfc /scannow" it comes up with the error "Windows Resource Protection could not start the repair service."

Chances are you're running a 64 bit windows instead of a 32 bit version. Change folders from c:\windows\system32 to c:\windows\sysnative. Also try restarting the trustedinstaller service again.
eg:

net start trustedinstaller
cd \
cd c:\windows\sysnative
sfc /scannow
